To get Plastic Pellets, you have options:

Plastic Pellets Recipe	The first method is to mix sand, clay and either coal or charcoal. This is a good early game method but its yeild is low. For this, you will require: 2 Sand 2 Coal or Charcoal 1 Clayball
Plastic Pellets using Milk	A better method of getting Plastic Pellets is to use Milk. If you smelt a Bucket of Milk in any furnace, you will get Milk Curd. Using Milk Curd you can produce plastic pellets in larger quantities. For this, you will require: 1 Bucket of Milk Curd 1 Coal or Charcoal 1 Gunpowder 1 buckets worth of water (can be in other containers)
Plastic Pellets from Liquid Plastic	Buildcraft users have another method of generating plastic. Using the refinery, first refine Oil into Fuel, then finally, refine Fuel into Plastic. This plastic then needs to be crafted with a piece of Coal or Charcoal to get 8 Plastic Pellets. For this, you will require: 1 Bucket of Plastic 1 Coal or Charcoal
